粮食安全FoodSecurity
粮食安全不仅是经济和民生问题，也是发展和安全问题。各方应本着共同发展的理念，积极有效协调政策和行动，共同妥善应对粮食安全问题。中国主张：
加大援助力度，支持联合国发挥协调作用，努力稳定粮价，帮助发展中国家渡过难关；
制定长远的国际粮食合作战略，重视粮食生产，提高粮食产量，增加粮食库存；营造有利的国际农产品贸易环境，建立公平合理的国际农产品贸易秩序；加强宏观协调，抑制过度投机，形成以联合国为主导的国际合作机制，建立集早期
预警、监测监督、宏观调控、紧急救援为一体的全球粮食安全保障体系；用相互联系的眼光看待粮食问题，在金融、贸易、援助、环境、知识产权、技术转
让等各个领域多管齐下，为维护粮食安全营造有利条件。

Enhancemacro-coordinationandcurbexcessivespeculation，formulateaninternationalcooperationmechanismledbytheUN，andestablishaglobalfoodsecuritysystemthatintegratesearlywarning，monitoringandsupervision，macro-regulationandemergencyrelief；
Lookatthefoodissuefrommanyinter-relatedperspectives，andfosteranenablingenvironmentforfoodsecuritybytakingacombinationofmeasurescoveringfinance，trade，aid，theenvironment，intellectualpropertyrightsandtechnologytransfer.
导致粮价持续上涨的原因是多方面的，把全球粮食价格上涨归咎于发展中国家
的发展，或归咎于某个国家的某项政策，既不符合事实，也不是解决问题的建设性态度。Thereareanumberoffactorscontributingtothecontinuedriseofthefoodprice.Itisneitherobjectivenorconstructivetolaytheblameonthegrowthofdevelopingcountriesorthecertainpolicyofcertaincountry.

能源安全EnergySecurity
能源安全同世界经济的稳定发展、各国人民的福祉息息相关。各国应树立互利合作、多元发展、协同保障的新能源安全观，加强对话与合作，共同维护世界能源安全。国际社会应本着相互依存的精神，推动能源开发利用的互利合作，促进新能源和可再生能源的发展，促进先进能源技术推广应用；加强能源领域的务实合作，推动国际能源市场健康发展，保障国际运输通道安全；统筹国际能源合作与国际发展合作，应首先保证发展中国家的发展权，着眼于促进全球共同发展，应与国际扶贫合作相结合，通过能源扶贫帮助发展中国家加强基础设施建设、减少贫困、发展经济、改善民生。Energysecuritybearscloselyonthestablegrowthoftheworldeconomyandthelivelihoodofpeoplearoundtheworld.Countriesshouldfosteranewenergysecurityconceptfeaturingmutuallybeneficialcooperation，diversifiedformsofdevelopmentandcommonenergysecuritythroughcoordination，andworktogethertoupholdworldenergysecuritythroughenhanceddialogueandcooperation.Inlinewiththespiritofinterdependence，theinternationalcommunityshouldpromotemutuallybeneficialcooperationinthedevelopmentanduseofenergy，advancethedevelopmentofnewenergyandrenewableenergyandpromotetheapplicationofadvancedenergytechnologies.Practicalcooperationintheenergyfieldsshouldbestrengthened.Healthygrowthofthe

transportationroutesshouldbeguaranteed.Internationalcooperationinenergyandindevelopmentshouldbecoordinatedandpriorityshouldbegiventoensuringdevelopingcountriesoftheirrighttodevelopment.Suchcooperationshouldaimatpromotingcommondevelopmentofthewholeworld.Itshouldcombinewithinternationalpovertyreductioneffortstohelpdevelopingcountriesstrengtheninfrastructurebuilding，reducepoverty，developeconomyandimprovepeople’slivesthroughenergy-basedpovertyalleviationprograms.
