资金是推动国际发展合作的重要保障。长期以来，资金匮乏严重阻碍了发展中国家的经济和社会发展。当前，千年发展目标进展缓慢，发展中国家急需国际社会在资金和技术等方面的支持，而官方发展援助不升反降，令人担忧。Financingisanimportantguaranteeforinternationaldevelopmentcooperation.Foryears，shortageoffinancialresourceshasseriouslyimpededtheeconomicandsocialdevelopmentofdevelopingcountries.Atpresent，theprogressisslowinimplementingtheMDGs，anddevelopingcountriesareinurgentneedoffinancialandtechnicalsupportfromtheinternationalcommunity.Thusitisworryingindeedthattheofficialdevelopmentassistancehasdecreasedratherthanincreased.
